Maven was asked to provide fresh insight and independent thinking into the possibilities for ICT to support improvements in the efficiency and effectiveness of Government services. 

Ideas were derived from a combination of Maven's experience and knowledge of Government, along with research and understanding of various perspectives. Additionally, Maven was asked to provide the rationale, and identify the critical steps, needed to achieve each of the directions suggested. This research and analysis assignment developed a number of themes addressing the role ICT could enable for public sector efficiency.
