Rose is a senior consultant, programme director and respected public sector manager who has a proven track record of successful programme delivery and Management Consulting assignments in the public service, leading complex inter-agency and inter-business workstreams both domestically and international.  

Politically astute and highly adept at working with diverse and complex organisations, Rose excels in bringing projects to completion, driving the focus and collaboration required to create new business functions, delivering enduring economic, social and business benefits. 

Recent assignments

Te Awakairangi Health Network (TeAHN): Acting General Manager: Programmes & Practice Support 

During 2019, Rose acted as General Manager for the Lower Hutt Public Health Organisation, while they were recruiting for a permanent appointee. Her brief included the negotiation of new health service contracts and managing delivery of over 30 existing contracts with the Hutt Valley DHB for services to be provided by local GP medical centres. Rose led a team of 14 personnel tasked with supporting the 20 local GP practices. During her tenure she participated as part of the TeAHN executive management team, carrying out strategic and operational functions.

Social Welfare Registration Board (SWRB): Organisational Reviews

In 2017, Rose carried out a comprehensive organisational review for SWRB of systems, business processes, structure, capability, and culture. The purpose was to assess business development needs and set priorities for change. In March this year, Rose carried out a follow-up review to assess the business benefits of the change process, and to identify further steps to achieve desired outcomes. Her work is providing strategic support to the Chief Executive and Board members.

Ministry of Defence: Review of the use of military bases

Rose has carried out reviews for the Ministry of Defence, and the NZDF.  Her most recent role included a research-based review of the operational and strategic decisions made over the past 30 years on the use, location, and development of military bases.  Rose’s academic background and thorough knowledge of public management decision-making processes and governance places her well to provide objective and informed assessments of organisational systems and processes.  She is skilled at providing lucid, principle and empirically based critique for clients.

NZ Health Partnerships (NZHP): ICT Governance Review

During 2019, Rose designed a cascading governance framework for NZHP as part of the implementation of the Financial, Procurement, and Information Management technology system across 20 DHBs.  Rose holds a PhD in e-governance, and combined with her expertise in public sector governance requirements, she identified and clarified the roles and functions of multiple programme stakeholders.
